With American Recovery and Reinvestment Act funds, Pennsylvania is building lasting assets. Recovery Act awards are helping to pave roads and fix bridges, fund clean water projects, strengthen a public education system that continues to produce academic gains for students, and improve our state's environment and energy efficiency. The Recovery Act is also helping those most in need through extended unemployment benefits, food assistance and health care. In the process, Pennsylvania is creating tens of thousands of jobs. The project will increase energy efficiency in homes by reducing energy costs and increasing comfort while safeguarding the health and safety of the resident. Eligible applicants are those persons or families whose income is at or below 200% of the federal poverty level.
On-site energy audits are conducted on each home to determine which of the following measures would be installed or services performed, up to an average of $6,500 per home: blower door guided air sealing to effectively locate and reduce air-leakage throughout the home; installation of attic, wall, basement and crawlspace insulation and ventilation to reduce energy loss; heating system modification or replacement to increase the efficiency and/or safety of the heating system; minor repairs, and/or health and safety measures are provided (when necessary) to allow the safe and effective installation of the weatherization measures; energy baseload reduction, including CFL and appliance replacement, and; client education on the proper use and maintenance of the installed Weatherization measures and ways to reduce energy waste everyday.
The project will weatherize 453 homes through 3/31/12.
The project involves replacing the existing heating system with a new energy efficient geothermal heat pump heating and cooling system. The existing heating system consists of a coal fired boiler system which serves heating only unit ventilators. The new system will consist of new water source heat pump units complete with energy recovery enthalpy wheels and hot gas reheat for dehumidification control.
Chestnut Flats Wind Farm is a 38 MW commercial scale wind farm that will consist of 19 - 2MW Gamasa wind turbines manufactured in PA. The project is located on a track of land of apprx 4,000 acres in Logan Township, PA, in Blair and Cambria Counties. The project has an estimated completion date of December 2010. When completed, the project will supply apprx 115,000 Mwh per year to the electric grid.
This project will use the ARRA funding in order to re-power pre-1973 locomotives with locomotive engines that meet the U.S. Environmental Protection Agency (EPA) Tier II emission standards and approach the 2011 Tier III standards.
The project provides financial assistance and services to prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. Funds will be used for activities to address the jurisdiction’s homelessness needs such as: financial assistance with rental payments; security deposits; utility payments or deposits; arrearages; moving costs; and, motel/hotel vouchers; and housing relocation and stabilization services such as case management; outreach and engagement; housing search and placement; legal services; and, credit repair.

The borough will update curb ramps at three intersections to meet current ADA standards and remove the exisiting architectural barriers that are present. The three intersections all located in the borough are; Union and Hart Streets, Mulberry and Wayne Streets, and Spruce and Wayne Streets.
The project involves the construction of 175 linear feet of boring, casing and 12" ductile iron waterline under State Route 164 in Freedom Township. This boring shall connect the recently completed Country Lane waterline to the proposed Everett Rd. waterline project area. The boring is critical to provide the connecting link so as to expand the Freedom Twp. Water System to Everett Rd.
The project consists of construction of sanitary laterals from eligible homes to recently-constructed public santiary sewer mains in villages of Frankstown and Geeseytown, along with removal of on-lot septic systems.
The project will remove architectural barriers at the Bellwood-Antis Community Park. The project includes paved and marked handicapped parking spaces at the Bellwood foot bridge and basketball court. Additionally, wheelchair accessible pathways will connect the Bellwood Borough foot bridge and the basketball court with the central area of the park, concession stand, and picnic pavilions.
The project will implement phase III Improvements at Reservoir Park by replacing antiquated playground equipment with new equipment that meets current standards for safety, utility and accessiblity.
Resurfacing, Guiderail Upgrades and ADA curb ramps on State Route 1001 from Convention Center Blvd north to 3rd Street and on State Route 36 from Pine St (T-612) to Plank Rd (State Route 1001) in Alle
This project will provide for new full and part time job placements and work with families to become first time homeowners. It will provide assistance through Legal Aid on matters of foreclosure, debt repayment/consolidation and employment issues; assessment and reclamation of a core housing section within the City of Altoona and proposes starting up a commercial scanning and copying business within Blair County leading to additional jobs.
