Special Education Funding<br> Significant Recovery Act funding was provided for services under the Individuals with Disabilities Education Act (IDEA). This funding helps schools improve teaching, learning, and academic achievements for children with disabilities. For example, funds could be used for assistive technology devices, programs to develop job placements for disabled youth, or to develop the capacity of school programs to serve disabled children.<br><br> Funding Targeted to Low Income Students<br> The Recovery Act provides additional funding for Title 1 programs, which helps economically disadvantaged students who may be at risk for not meeting academic standards. Funds could be used to expand reading and math services for eligible students, implementing a summer school or extended day program to provide additional instruction time, or for intensive professional development for teachers.<br><br> State Fiscal Stabilization Funds (SFSF)<br> Recovery Act SFSF funds will supplement state funds for Basic Education Funding. Together, these two funding sources will provide $5.7 billion for basic education needs in fiscal year 2010-11. Funds are largely used at the discretion of each school district, most often to maintain programs, curriculum and staff.<br><br>

The project will increase energy efficiency in homes by reducing energy costs and increasing comfort while safeguarding the health and safety of the resident. Eligible applicants are those persons or families whose income is at or below 200% of the federal poverty level. On-site energy audits are conducted on each home to determine which of the following measures would be installed or services performed, up to an average of $6,500 per home: blower door guided air sealing to effectively locate and reduce air-leakage throughout the home; installation of attic, wall, basement and crawlspace insulation and ventilation to reduce energy loss; heating system modification or replacement to increase the efficiency and/or safety of the heating system; minor repairs, and/or health and safety measures are provided (when necessary) to allow the safe and effective installation of the weatherization measures; energy baseload reduction, including CFL and appliance replacement, and; client education on the proper use and maintenance of the installed Weatherization measures and ways to reduce energy waste everyday. The project will weatherize 438 homes through 3/31/12.

The Cameron County Courthouse Energy Improvements project consists of three energy saving improvements to the Cameron County Courthouse as recommended by Matson Environmental. Improvements include installing insulation in the attic of the Courthouse, replacing 55 single pane windows in the original section of the Courthouse with triple pane windows, and adding a computer controlled software to the Courthouse HVAC system. The project will result in a 37.7% energy reduction representing 480 Mcf of natural gas valued at $4,670. The County estimates the project will create, among the 3 improvements, ten, temporary, full time jobs.

The project provides financial assistance and services to prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. Funds will be used for activities to address the jurisdiction’s homelessness needs such as: financial assistance with rental payments; security deposits; utility payments or deposits; arrearages; moving costs; and, motel/hotel vouchers; and housing relocation and stabilization services such as case management; outreach and engagement; housing search and placement; legal services; and, credit repair.

The project consists of replacement of two (2) elevators in Emporium Arms. The Emporium Arms is a 3 story 75 unit Section 8 subsidized Apartment Complex located in Emporium Borough. The apartment complex is fully occupied and houses only the elderly and/or disabled persons.

Bridge Preservation of 7 bridges in various locations in Cameron, Clearfield, McKean and Potter Counties

The project seeks to establish a continuum that will provide family wage earners with new or additional skills or educational opportunities that will allow them to compete for available employment opportunities, maintain a safe and stable home, and maintain a level of self-sufficiency. The project will educate individuals focusing on post-secondary credit courses for adults and provide job skills and retraining for dislocated workers. It will also provide counseling, computer training and career development for single parents/displaced homemakers and individuals in transition.
